Ensure you have a Windows Installation media available (Mounted ISO, inserted DVD, whatever it takes) then run this *Replace d: with your installation media mount label*:
DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:d:\sources\sxs
